Ugyan úgy működik (demokratikusan) mint pl. a sztrájk! Ezt is be kell jelenteni és csak engedéllyel lehet tüntetni! Itthon is így van (elvileg). Catalonia nem vállhat csak úgy külön, akkor sem, ha az ottélők 42%-a (!) elment szavazni (még a fele sem) s ennek a többsége döntött a különvállásról!
